Lorraine Lapensee has dedicated more than six decades to community service in Ottawa, devoting her time, leadership, and compassion to organizations supporting youth, seniors, veterans, and vulnerable communities. Her lifelong commitment to volunteerism began at the age of twelve when she joined the St. John Ambulance Cadet Program. Over the next 37 years, Lorraine rose through the ranks—serving as Divisional Superintendent, Provincial Superintendent of Cadets, and ultimately National Chief Cadet Officer. She led national training initiatives, developed a leadership manual, organized award programs and youth camps, and was instrumental in expanding the Cadet program across the region.

Lorraine was formally recognized for her service by being invested into the Order of St. John as a Serving Sister, later promoted to Officer, and in 1988 was presented the Commander of the Order of St. John by the Governor General of Canada. Among numerous accolades, she has received the Grand Prior Badge, a Voluntary Service Certificate for 14,000 hours, and long-service medal and bars recognizing her exceptional contributions.

In parallel with her St. John Ambulance service, Lorraine remained active in her church community. As a Sunday School teacher and a member of the Girls’ Auxiliary at St. Thomas the Apostle Anglican Church, she received the Ring of Honour for distinguished service.

Lorraine’s focus on community safety, education, and resident advocacy underscores a lifelong passion for helping others as evidenced by her volunteer work with the Women’s Institute in Chesterville, Quality Living Co-op, and the Glen Cairn Flooded Residents of Kanata group.

In 2002, Lorraine joined the Royal Canadian Legion Branch 638 Kanata. Since then, she has become one of its most enduring and respected leaders, serving in nearly every volunteer role, including Branch President (2016–2018), and Ladies’ Auxiliary President (2006–2013, 2018–present). Her leadership has been central to the Legion’s public presence, including chairing the Kanata Remembrance Day Ceremony since 2016 and coordinating numerous community events and fundraisers. She has also chaired the Zone G6 Youth Education Public Speaking Competition since 2013, encouraging civic engagement and communication skills in students from grades 1 through 12.

Lorraine’s Legion awards include the Life Membership (2016), Legionnaire of the Year, the President’s Commendation, the Branch Service Medal, and multiple merit, appreciation, and service recognition awards. The Ladies’ Auxiliary has similarly honoured her with the Past Officer Medal, Service Medal, Trillium Pin, and Merit Certificate, among others.

Throughout her professional career, including over 25 years with Ontario’s Ministry of Community and Social Services, Lorraine continued her volunteer leadership while also raising a family, operating an Avon business, and, most recently, working as a student transportation driver supporting children with special needs.

Lorraine Lapensee’s steadfast service and unwavering commitment to volunteerism have left a legacy across Ottawa. Her humility, integrity, and drive to uplift her community make her an inspiring example of civic leadership.
